The skill requirements are defined in terms of competences.  

A competence is a person’s ability, which can be developed, to act effectively when performing a task. It is developed by integrating knowledge, attitude and skills.

For the Assessor measuring and assessment instruments this means he is capable of assessing and determining effectively the quality of measuring and assessment instruments.
The content of the exam will therefore be aimed specifically at assessing this knowledge, skills and attitude in the candidate Assessor measuring and assessment instruments.
